What is Gamblelicious?
ANJ, France’s gambling regulator, has issued a practical guide aimed at licensed online gambling operators to better identify, document, and respond to various types of player fraud.
Published on Monday, after a period of consultation with operators and the gaming ombudsman, the guide clarified expectations around compliance with existing anti-fraud and anti-money laundering regulations without introducing new legal obligations.
While the guide does not impose novel legal duties, it effectively tightens the operational framework that operators must observe to manage player fraud in France.

In 2025, Brazil collected almost BRL10 billion ($1.97 billion) in tax revenue from the licensed sector. In the first seven months of this year alone, BRL8.7 billion generated by the activity was delivered to public coffers. The Federal Revenue Service itself estimates that the sector should reach BRL16 billion in revenue during 2026.
Besides revenue collection, another concern is legal and economic. Companies have paid over BRL2.5 billion for licences since the sector’s regulation. Certainly, the end of the activity would lead to litigation to recover the amounts paid and compensation for investments made. Furthermore, the revenue from betting is already included in the Annual Budget Law and the Budget Guidelines Law, which define the priorities for federal government spending.
What worries the sector is not just the threat of drastic measures against legalised betting. So far, the government has consistently fallen short in its attempts to curb the illegal market, which still represents almost half of the segment.

The next development is increasingly being driven by Cubeia’s customers. Now the company is asking what customers will want to do with AI, Grenstad explains.
“We [recently] started asking, ‘What does this mean for the customer? What can the customer actually do with this?’ And I think we would have continued looking for that answer if the customer hadn’t come to us and said: ‘Can we let our AI agent deal with your data streams and use your platform?'”
One customer built its own casino landing page and wanted to use Cubeia’s APIs to make it work with the platform. “Another wanted to use Cubeia’s player account management system to build its own functionality, including personalised bonuses,” Grenstad recalls.
